Satow's despatch No. 323 of the 4th October of that year.

Shanghae, July 25, 1906. IN accordance with the stipulations of Article 4 of the Agreement signed in Peking on the 27th September last, regarding the establishment of a Board of Con servancy for the Whangpoo River, we have now the honour to state as follows for the information of the Consular Body:---

1. Appointments to Conservancy Staff On the 19th December last his Excellency the Nanking Viceroy appointed Mr. Ku Hung-ming, a Departmental Secretary of the Wai-wu Pu, to be Assistant Commissioner on the Conservancy Board; Mr. Ho Wei-pu, an expectant Taotai, to be Controller in charge of the Chinese Secretariat; and Liu Yuan-jui to be Chinese Secretary.
On the 7th June last formal agreement was signed with J. de Rijke, Esq., to serve for a period of three years as Engineer-in-chief. (This agreement is subject to renewal as may be necessary.)
2. Steps are being taken to engage Mr. Van der Veen as Assistant Engineer of Works; Mr. D. Brand as Superintendent of Works; Mr. Y. T. J. Utne and Mr. S. P. Jorgensen as Assistant Surveyors; and Mr. J. D. Smedley as Technical Secretary to the Engineer-in-chief.
3. Work accomplished. A resurvey of the Whangpoo River from a point outside the Wusung Lighthouse was commenced on the 21st November last under the direction of Mr. H. C. Müller, detached from the Customs harbour staff for the special purpose, and bas now been completed as far as the Cosmopolitan Dock. The coast-line on both sides of the river from the Outer Bar to the Point has been measured, also the dykes and coast-line of Gough Island.
Tenders for the supply of 1,000 tons of stone ballast for foreshore work, and for a large and a small launch for the use of the engineering staff, have been accepted.
